I don't think there were any publicy announced threats. However, launching preemptive military strikes against North Korea's nuclear installations was considered prior to the 1994 agreement. The Clinton administration developed contingency plans for such attacks.
From what I've read so far, the US offer to the NK's was generated because the "regional partners" in the talks threatened to pull out if we didn't offer something right now. I support Bush's first position; let 'em starve, I don't care.
However, I think this move was clearly politically/election driven.
As for Nash's question, I'd do what I'm doing now. Read about the issues, make up my mind and write to my Reps as necessary.
