No, really, I do not see why a person owning "destructive devices" could´nt be drunk and driving....You are really naive if you can not see the danger of being drunk driving a car.
If you could´nt be trusted driving, how could you be trusted owning a gun? Yet a full auto?
Guess that FBI does not check anyone that has class 3 weapons in USA? Just free for anyone to walk in and buy, in any store?

No one gets any new permits from year 2000, for full autos, for collection, that didnt own atleast one prior to this year.
You may be granted permit for targetshooting, if you are a top-ranked shooter and a member of a shootingsociety that are conducting competitions in "fullauto".
Same rules apply to handguns, pistols, revolvers, if you are not a active shooter for a period of 5 years, shooting "Gold" (3 series of 5 shoots 25 yards time:3 min. making atleast 46 in each, 3 series of 5 shoots in 30 sec. hitting all shoots withing the "7") you lose your permit.
I could take my guns to shoot the way you are describing, no problem at all. But I do not do it.
I would have to fence or mark out a great big area, to make sure noone didnt just walk in while shooting.
Even on the Shootingrange, people just come walking in at the targetstands, even if it is fenced in and signs are up.
I take shooting seriously, its not like a game of "Golf".
