Well, just by memory, the USA, Canada, Mexico, Cuba, the Dominican Republic, Japan, S Korea and probably a dozen more countries have all been represented in the World Series.
But to answer your question more fully, baseball has been trying to figure out how to do a world cup of baseball without screwing up the schedule of the regular summer season.
When the world series started in 1903 (close if not the exact year) it was to bring two competing leagues together and baseball had not spread worldwide as yet. (although Cuba an DR had leagues IIRC)
The World Cup of Football started in what the 50's? Transportation and logistics were much more streamlined and football was much more widespread when that was begun.
