Saddam is a good candidate, cause he has been given a death sentence.
However, People with ropes around their necks don't always hang.
If he can string out his appeal until his 70th birthday (4/28/07) then iraqi law forbids his execution.
In iraq there are two types of people: those with a rope around their neck & septugenarians.
