What if there were barrage balloons above the towns. And I have searched and nothing came up.

Depends, if you are going to have them over everything, then no. Not if they trigger the bombs to explode. As long as you can kill them and all they do is keep you from dive bombing untill they are dead or unless you are an AMAZING pilot and can dodge the ballons all while aiming.
