I don't think so. That's an operational fighter out of Langley. It's highly unlikely they'd be carrying out a materials test. Actually, it looks like the protective film used on new parts prior to painting, but that doesn't explain the weird reflectivity in the photo.Bodhi, did the green patches look that bright in person?
Langley? Thats Ft Walton Beach! (I think)... Pensacola runs tests on these planes all the time. I have sent them many a CADD Tech... of course they never speak of such things...
That might be something they put on to block out some kind of sensitive data-such as what unit this plane's assigned to, or maybe some kind of aperture or port that is classified...?

It's a protective film cover for a commercial decal. Probably STP, M&M's, or Midas.
My only answer to that would be that there's some kind of special new something there...Maybe, a system that pumps ionized gas over the wings, defeating radar waves??? I don't know.
